Article: Blueprint for a Phased TMDL: Increasing Flexibility and Effectiveness of Compliance

Total Maximum Daily Load (TMDL) regulations are mandated for waterbodies that fail to meet standards despite adherence to permits. Many of these waterbodies are impacted by defense installations, and DoD has committed to supporting the development of these regulations and complying with their legal obligations set by TMDLs. In order to make that contribution maximally effective, military land managers need to be aware of innovative ways to write TMDLs that make compliance more flexible, less expensive, and ecologically successful.
